If you're with a traditional publishing house, then they will provide the cover art for you, but if you're self-published, like me, then you can choose who is going to design the look of your book. My personal recommendation is for Emily's World Of Design. Emili is friendly, efficient, interactive and very reasonably priced. She is a real artist, and I see her as a collaborator. All of the covers she has designed for me, and she has designed for all my books, have actually given me some insight into my characters.
